Latest developments and news about the CRC scheme:

The Carbon Reduction Commitment (CRC) Energy Efficiency Scheme applies to all organisations with energy consumption above 6,000 MWh (about £500k spend) per year, but all organisations with half hourly meters will be required to register, even if they don't consume this much. In the case of subsidiaries, the ultimate holding companys should register for the entire group.

Organisations within scope of the scheme will have to buy carbon credits in respect of their CO2 emissions; the funds raised will no longer be recirculated as incentive payments to those who achieve the largest reductions in CO2 emissions (this was announced simultaneously with the government's Comprehensive Spending Review). A league table will also be published, rankings will be mainly determined by CO2 emissions but early action metrics will also apply, one of which is achievement of the Carbon Trust Standard.
